Section 2(21) in The Maharashtra Universities Act, 1994
(21)"non-vocational academic staff" manes such staff as the Government may classify to be non-vocational academic staff and includes all such staff which is complimentary to academic staff but, shall not include the staff engaged purely in discharging administrative functions;
