(F)Without prejudice to the generality of the provision of sub-section (3) of Section 45, every first-aid box or cupboard shall be kept under the charge of a person who is trained in first-aid treatment and has a certificate of proficiency in the said treatment granted by any of the following authorities or persons, namely:-
