(2)At the time of passing the application in Form no. (A)3 the Magistrate-in-charge shall have an endorsement written on the back of the application in Form no. (A)2 to the following effect:-"Certified that an application to the Accountant-General in Form no. (A) 3 has been prepared and passed by me on (date).(Signed)X.
