Section 12C(2) in Himachal Pradesh University Act, 1970
(2)The Vice-Chancellor shall be the ex-officio Chairman of the Executive Council, the Academic Council and Finance Committee, he shall be entitled to be present at and to address any meeting of any authority or body of the University, but shall not be entitled to vote there at unless he is member of such authority or body.
