(1)A thika tenant desiring to get supply of electricity from a licensee, as defined in clause (h) of section 2 of the Indian Electricity Act, 1910 (Act 9 of 1910), may, if the landlord, refuses or withholds his consent to such supply, apply to the Controller, setting out the scheme for such supply.
