(2)Upon receipt of an application for a conductor's licence, the licensing authority after making such enquiries as may reasonably be necessary to establish the identity of the applicant and after ascertaining that the applicant is not disqualified for holding a conductor's licence may issue the licence in Form IV ;Provided that the licensing authority shall not issue a licence to the applicant, if he had previously held a licence issued under Chapter III of the Act, unless he is satisfied that there is good reason for his inability to obtain a duplicate copy of his former licence.
