Section 110(a) in The Gujarat Town Planning and Urban Development Act, 1976
(a)the parson appointed under such Act to exercise the powers and perform the functions of the local authority shall be demand to be the development authority under this Act, and he may exercise all the powers and perform all the duties of an area development authority under this Act during the period of his appointment;
