(2)The term of an outgoing member shall, notwithstanding anything contained in sub-section (5) of Section 3 and sub-section (1) of this section, be deemed to extend to, and expire with, the day immediately preceding the day on which the name of the successor of such member is published under sub-section (6) of Section 3.
