Section 39(b) in The West Bengal Non-Agricultural Tenancy Act, 1949
(b)where a settlement of land revenue is not being made or is not about to be made-until four months after the final publication of the record-or-rights, entertain any suit or application for the alteration of the rent or the determination of the status of any non-agricultural tenant in the area to which the record-of-rights applies.
