(9)As soon as the issue of ballot papers is finished, the Returning Officer shall count the unissued ballot papers and place them in a cover and close and seal the same. He shall also place in an envelope the list referred to in sub-rule (3) and close and seal that envelope and the envelopes referred to in sub-rules (6) and (7).
