Section 10(2) in Haryana Municipal Business Bye-laws 1981
(2)No member, other than the proposer of a resolution shall speak more than once, except with the permission of the Chairman of the meeting on the resolution. The proposer after hearing all others who wish to speak, may again address the committee to reply at the conclusion of the debate thereon. Any officer of the Government or any person not being a member of the committee may, with the consent of the majority of the members and that of the Chairman, address the meeting.
