Section 12(2) in Punjab Petition Writers (Revenue) Rules, 1982
(2)Where the application for renewal is made within the time specified in sub-rule (1) the applicant shall, for the purposes of these rules, be deemed to be a licensee even during the period the application remains pending with the Licensing Authority.
