Section 4(1) in The Orissa Forest Shooting Rules, 1973
(1)The working of the forests for extraction of forest produce from sanctuaries may be permitted by the Divisional Forest Officer, but grazing cultivation or habitation therein shall not be allowed except under the order of the Conservator of Forests.
