(5)The member concerned shall not be entitled to vote on the question referred to in sub-section (3) and the President or Chairman concerned shall not be entitled to vote on the motion referred to in sub-section (4).Explanation. - The terms "President" and "Chairman" in this section include a Vice-President, Vice-Chairman or member presiding for the occasion.
