Section 13(1) in The Punjab Sugarcane (Regulation of Purchase and Supply) Rules, 1958
(1)An applicant for a licence to act as a Purchasing Agent or to do any work, in connection with any transaction for the purchase of cane, including survey and preparation or lists of cane growers, or allotment or distribution of identity cards or requisition slips for cane or to do any of the aforesaid acts as employee of an occupier of a factory or of a purchasing agent shall be made in Form IX to the Cane Commissioner.
