Section 11(1) in The National Security Guard Rules, 1987
(1)Appointments to the posts of Assistant Commanders Grade I may be made by the Inspector-General, Assistant Commanders Grade II and III by the Deputy Inspector-General and the Rangers and Combatised Tradesmen by the Group Commander or any other officer of the Security Guard who may be appointed as recruiting officer by the Director-General, respectively in the following manner and their conditions of service shall be such as may be prescribed :-(a)by direct recruitment;(b)by deputation from the Defence Forces or any of the Armed Forces of the Union, any other Department of the Central Government or of the State Government or Autonomous bodies;(c)by promotion as may be prescribed from time to time.
