Section 104 in The Indian Post Office Rules, 1933

104.

Value-payable or Cash-on-delivery postal articles may be transmitted abroad, provided that the amount specified for remittance to the sender in respect of any such postal article shall not exceed Rs. 600 or such smaller amounts as may, in the case of Value-payable or Cash-on-delivery articles to any particular country or countries, be specifically notified by the Director General from time to time, and shall not contain a fraction of paisa and provided that such articles do not contain coupons, tickets, certificates or introductions designed for the sale of goods on what is known as "Snowball system".
