Section 18(1) in The Assam Engineering (Irrigation Department) Service Rules, 1978
(1)Subject to the provisions of Rule 17 and sub-rule (2) of this rule appointment under Rule 6 shall be made by the Governor in accordance with the order of preference determined in the list referred to in Clause (d) of sub-rule (1) of Rule 6.
