Section 8(v) in The Punjab School Education Board (Penalties for Misconduct and use of Unfair Means in the Matriculation and Higher Secondary Examinations) Regulations, 1979
(v)If the Committee of the members present at a meeting of the Committee are not unanimous, the matter shall be referred to the Chairman, who will decide the same himself or refer it to the Board for decision.
