354. Restriction on quoting speeches made in Council.
- No speech made in the Council shall be quoted in the House unless it is a definite statement of policy by a Minister:Provided that the Speaker, on a request being made in advance, may give permission to a member to quote a speech or make reference to the proceedings in the Council, if the Speaker thinks that such a course is necessary in order to enable the member to develop a point of privilege or procedure.
