(7)(a)for the maintenance and protection of the drainage system;(b)for the construction of house-drains and for regulating their situation, mode of construction and materials;(c)for the alteration and repair of house-drains;(d)for the cleansing of house-drains;(e)for the construction of cess-pools, septic-tanks, filters and drains;(f)for the payment or apportionment of money payable on account of pipes or drains common to more premises than one;
