Section 20(1) in The U.P. Narcotic Drugs Rules, 1986
(1)The cultivator shall declare the entire stock of poppy straw in his possession alongwith the manner in which it is intended to be disposed of to the Collector of the district within a fortnight of the completion of each harvesting of opium and in case, later than 15th July of the same year and shall obtain orders for its disposal.
