(5)Notwithstanding anything contained in this section, the Standing Committee or the Mayor or the President or the Chief Officer or any other officer of the Municipality, shall not delegate, -(a)any powers or functions delegated to it or him under this section; or(b)such of its or his powers or functions as may be prescribed.
