(3)The Government may transfer any employee referred to in sub-section (1), from one post in one Municipality to an equivalent post in another Municipality in the same region :Provided that no such transfer shall be made without the consent of the Municipalities concerned :Provided further that the conditions of service of such employees, in so far as they relate to remuneration, gratuity and provident fund, shall not be varied to his disadvantage.
