13. Quorum for Meeting.
- For the meeting of the Commission, there shall be a quorum of minimum three members including the Chairman. Decisions of the Commission shall, as far as possible, be unanimous. If there is a difference of opinion among members, in any case, decision shall be taken in accordance with the opinion of the majority.
