(2)(i)The Chairman shall be the authority competent go grant casual leave to the Secretary.(ii)The Appointing Authority shall be the authority competent for the grant of other kinds of leave but shall consult the Market Committee in such cases.(iii)Whenever a short vacancy in the post of Secretary arises, the Appointing Authority may direct any member of the staff of the Market Committee to hold additional charge of the post.
