Section 111(1)(d) in The Navy (Pay And Allowances) Regulations, 1966

(d)reimbursement of actual expenditure on account of dhobi charges subject to a maximum limit of Its. 15 per mensem which shall be placed at the disposal of the Commanding Officer who shall ensure that the amount is spent for the purpose for which it is intended; and washing should be done under the arrangements made by the Commanding Officer.
