                                            ORDER

1. Proceedings in this matter have been initiated suo motu in the light of captioned media report1 to the effect that toxic trade effluent generated from Sanwer Road Industrial Area, District Indore is resulting in contamination of surface and ground water.

2. Vide order dated 29.03.2022, a factual and action taken report was sought from State PCB, Collector Indore, Municipal Commissioner, Indore and Central Ground Water Authority (CGWA).

3. Report dated 02.06.2022 has been filed by the joint Committee after undertaking visit to the site. Findings and recommendations in the report are as follows:-

"4. Findings:

I. During inspection it has been observed that all the water polluting industries are having primary treatment plant facilities. The ETP found running. After treatment, the wastewater is sent to CSETP installed by IMC, Indore.
II. The CETP of the IMC found running. The CWQMS has been installed along with PTZ Camera at the outlet of CETP. The CWQMS is connected with the server of the CPCB and MPPCB. The treated wastewater is sent to STP of Kabitkhedi for further treatment. The BOD level at STP of Kabitkhedi is observed in the range of 6-18 mg/ 1.
III. Analysis report of the ground water samples collected during inspection was found as follows:

As per Analysis report it has been observed that dissolved solids are more than prescribed standards which may be due to land application of the treated effluent for long time by the industries in past when CSETP was not installed and discharged of untreated domestic waste water from residential colonies located upstream of industrial area into Narvar Nallah is passes through the industrial area. Other parameters in ground water of the industrial area are within prescribed standards.
IV. It is observed that maximum industries are extracting ground water without obtaining the ground water NOC from CGWA.

5. Recommendations:

For improvement of ground water quality of the industrial area following are the recommendations. Be I. All water polluting industries shall ensure to treat their effluent within premises and sent to CSETP for further treatment. Flow meters shall be installed in all the units and get verified by MPPCB and IMC.
II. CSETP IMC shall maintain the record of all industries sending primarily treated wastewater and submit to MPPCB and 2 MPPCB shall verify with the wastewater generation from the industries.
III. IMC shall complete the laying of pipeline for conveyance of wastewater to CSETP at the earliest and ensure that whole quantity of wastewater from industries be treated properly. IV. IMC shall ensure interception of Bhorasala Nallah at MR-10 and send wastewater to CSETP.
V. IMC shall install Sewage Treatment Plant for treatment of domestic sewage generating from colonies located along the Narvar Nallah at upstream of the industrial area at Chhota Bangarda.
VI. All Industries of Sanwer industrial area those are extracting ground water without NOC, shall mandatorily obtained the NOC from CGWA as per CGWA new guideline."
4. Since we do not see any reason not to accept the report, the same is accepted. Let further action be taken in accordance with the above recommendations, including modifying consent conditions as required.

Further, treated effluent from CSETP may be re-used by way of further clarification and polishing for industrial use to reduce dependency on raw water. This may be periodically monitored by the State PCB, The Application will stand disposed of. A copy of this order be forwarded to the State PCB by email for compliance.
