Section 12(4) in Bihar State Board of Homeopathic Medicine (Electoral Rolls and the Conduct of Elections and Election Petition) Rules, 1955
(4)If any objection is made to any voting paper on the ground that it does not comply with the instructions contained therein, or to the rejection by the Returning Officer of a voting paper, it shall be decided at once by the Returning Officer whose decision shall be final.
