Section 9(2)(a) in Bihar Electricity Regulatory Commission (Standards of Performance of Distribution Licensee) Regulations, 2006

(a)These Regulations do not apply immediately also to local distribution systems in rural areas managed by Panchayat institutions, user's associations, cooperative societies, non-governmental organisations or establishment.
