Section 4(3) in The Orissa Consolidation of Holdings and Prevention of Fragmentation of Land Rules, 1973
(3)If the notice is addressed to a number of persons or to persons in general, it shall be served in the manner prescribed for the service of summons on a defendant under the Code of Civil Procedure, 1908 or by proclamation and beat of drum and by affixing a copy thereof in some conspicuous place in the village in the presence of not less than two persons.
