ORDER (ORAL)

SHRI G. GEORGE PARACKEN, MEMBER (J) :

The issues involved in all these four cases are identical and the same are being disposed of by this common order.

2. According to the learned counsel for the applicants, the applicants have been recruited in the year 2000 onwards on different posts, like Personal Assistant, Accountants, Junior Accounts Officer, Steno, etc. in terms of open advertisement followed by skilled test and interview, wherever it was necessary. The test was conducted on All India basis and it was akin for appointments to be made on regular basis. However, the respondents have appointed them on contract basis initially for a period of two years. Since then, they were continuously working on those posts. Meanwhile, the respondents have promulgated the National Highways Authority of India (Recruitment, Seniority and Promotion) Regulations, 2015 vide Notification dated 7.1.2015 for regularizing the employees like the applicants herein. The applicants have also made several representations to the respondents for considering their cases for regularization in terms of the aforesaid Regulation.

3. The grievance of the applicants in these OAs is that the respondents have not so far considered those representations.

In view of the above submissions made by learned counsel for the applicants, we dispose of these OAs at the admission stage itself with the direction to the respondents to consider those representations submitted by the applicants in the light of the Recruitment Rules referred to above, and dispose of them by passing individual reasoned and speaking orders within a period of six weeks from the date of receipt of a copy of this Order under intimation to the applicants. If the applicants are still aggrieved in the matter, they are at liberty to approach this Tribunal through appropriate original proceedings in accordance with law, if so advised. The Registry shall also send copies of these Original Applications to the respondents along with this Order. No costs.

5. Let a copy of this Order be placed in other connected cases file.
