Section 53(5)(b) in Bihar Land Reforms (Fixation of Ceiling Area and Acquisition of Surplus Land) Act, 1961

(b)Where an application is heard by a bench consisting of two members and the members are divided in their opinion on any point, the point shall be referred for decision to a bench consisting of the Chairman and two other members.
