Section 38(3) in The Orissa Animal Contagious Diseases Act, 1949
(3)In making a rule or regulation under this section, the State Government may direct that a breach of it shall be punishable with fine which may extend, in the case of a first conviction, to fifty rupees and in the case of a second or subsequent conviction to two hundred rupees.
