11. Power to make rules.
(1)The State Government may, by notification and subject to the conditions of previous publication, make rules to carry out the purposes of this Act.(2)All rules made under this section shall, as-soon as they are made, be laid before the State Legislature for a period of fourteen days which may be comprised in one or more sessions and shall be subject to. such modifications as the legislature may make therein during the said period.
