(1)Minutes in which shall be recorded the names of the trustees present and the proceedings of each meeting of the Board and Standing Committees shall be draw up and recorded in a book to be kept for that purpose, and shall be laid before the next meeting of the Board and signed at such meeting by the Presiding Officer thereof, and shall be open to inspection by any Trustee during working hours of the office of the Board.
