Section 71 in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
71. Procedure after nomination.
(1)If there is only one duly nominated candidate there shall be no vote and he shall be declared to have been elected.(2)If there are two or more such candidates the votes of the Councillors present at the meeting shall be taken.
