Section 9(e) in Delhi Prisons (Inspection, Meetings and Duties of Officers) Rules, 1988
(e)take, generally, all such measures as may be necessary or expedient for the proper protection and management of the jail and of all prisoners at any time confined therein and for the purpose of giving the Prisons Act, 1894 and all provisions of the Prisons Act, 1894, and all rules, regulations, orders and directions made or issued thereunder, as may be applicable thereto or to say prisoner confined therein or any Officer thereof.
