(4)Any Magistrate may issue a warrant to search or seize wherever they may be found any certificate, arms, accoutrements, clothing or other articles not so delivered up. Every warrant so issued shall be executed in accordance with the provisions of the Code of Criminal Procedure, 1898 by a Police Officer, or, if the Magistrate issuing the warrant so directs, by any other person.
