(2)When a question arises between the officers of the two districts regarding the injury done to a shop near the boundary of one district by a shop near the boundary of the other, it shall be decided with reference to the convenience of consumers. Before proposing a new shop within one mile of the boundary of another district, the Deputy Commissioner should consult the Commissioner of Excise, and forward with his recommendation a copy of his reply with the settlement proposal statements.
