Section 34(1) in The Bihar Narcotic Drugs and Psychotropic Substances Rules, 1985
(1)The Government may from time to time, by notification in the Official Gazette, establish as many centres as it thinks fit for identification, treatment, education, after-care, rehabilitation, social re-integration of addicts.
