Section 46(1) in The Indian Post Office Rules, 1933

(1)No articles shall be transmitted by post which has thereon, or on the cover thereof, any matter which is prejudicial to the maintenance of law and order or which is in furtherance of the aims of a political party or organization, or which tends directly to cause loss or injury, to any community or class of persons whatsoever.(1-A) No article shall be transmitted by post which has thereon or on the cover thereof, any pictorial representation of a person who is a proclaimed offender, or who has been convicted of an offence punishable under Chapter VI of the Indian Penal code or the Defence of India Rules or who has been directed to be detained under the provisions of rule 26 of the said Rules.
