Section 137(1) in The Punjab Panchayati Raj Act, 1994
(1)A Panchayat Samiti shall have the power to acquire, hold, dispose of property and to enter into contracts :Provided that in all cases of acquisition or disposal of immovable property the Panchayat Samiti shall obtain the previous approval of the State Govt.
