(a)from the Chikitsa Adhikari Incharge or an allopathic hospital/dispensary of any [Zila Panchayats] [Substituted by U. P. Act No. 9 of 1994.] in Uttar Pradesh or an officer belonging to the P.M.S. in Uttar Pradesh, if the appointment is to be made to a post carrying an initial salary of Rs. 120 per mensem or less; and
