Section 3(i) in The U.P. Food and Civil Supplies (Weights and Measures) Ministerial Service Rules, 1979
(i)"appointing authority" in respect of the posts of the IV Grade Clerks, Junior Accounts Clerks and Stenographers in a region, means the Deputy Controller of the region and, in respect of the aforesaid posts in the service means the Controller;
