(4)The decision of the committee shall be arrived at by agreement between the two parties, but if no agreement is possible the decision shall be taken by vote of the majority of the members present. The Chairman shall have one vote and in case of a tie, a casting vote.Explanation. - For the purpose of this rule, the nominees of the employer shall be deemed to be as one party of the Committee and nominees of the employees as the other sides of the Committee.
