51.
The pay of an employee on his first appointment on a regular basis shall be fixed at the minimum stage of pay-scale of the respective cadre:Provided that the Commission shall have the discretion to fix the salary of any employee, in the pay-scale applicable to him, on initial appointment in such way as to protect reasonably the emoluments of such employee in the earlier employment or as deemed appropriate by the Commission.
