Section 6(2) in Tamil Nadu Panchayats (Moving of Resolutions at Meetings of Panchayat Union Council) Rules, 1999
(2)If the member, when called on, is absent or proposes to withdraw or is unwilling to move the resolution, or if he has ceased to be a member before the meeting, any member present at the meeting may move the resolution and, if no member moves it, it shall be considered to have been withdrawn.
