Section 602I(1) in The General Rules (Civil), 1957
(1)In case in which the complaint has been made by a person other than a subordinate court or the District Judge or the District Magistrate, if the complainant or his counsel does not appear the Inquiring Officer shall have discretion either to adjourn the case or to proceed with it.
