(3)Without prejudice to the generality of the foregoing powers such directionsmay be issued to any dealer that any one pulses of all pulses put together may be sold to only such persons or institutions, through such Government Agencies, in such quantities and at such intervals as the Commissioner, Collector or the licensing authority may be general or special order, direct.
